Given Name

Three documents define William's given name. The first is a marriage record in Decatur County, Georgia that records Clarksey [sic] McDaniel marrying William H. Oliver. The second is the 1850 United States Census, which records Wm. H. Oliver, Clarkie Oliver, and daughter Jennie Oliver all living with the McDaniel family. The third is the death certificate for Mose Washington Oliver, which records his father as Henry Washington Oliver.

The first two documents clearly define William as the first name and H. as his middle initial. The name on the death certificate is a bit different, though. The informant on Mose's death certificate was Dixie Clarkie (Oliver) Arnold. Dixie was born in Texas [probably] twenty something years after William died. It is likely that Dixie thought her older brother, Henry Washington Oliver, was named after their grandfather.

With two documents recording William H. as his given name, I believe William was his first name and, while not definite, I believe his middle name was Henry (based on the death certificate).

Parents

There is no source document tying William to John and Leticia (unfortunately, I do not know where I found this information -- I do not see this in any of the Ancestry.com family trees).

I have found only three well-defined sources for William Henry Oliver: 1) the marriage record, 2) the 1860 census record, and 3) Mose's death certificate. Two of these documents are in counties bordering Georgia and Florida. The marriage record, dated 07-SEP-1858, is in Decatur County, Georgia, and the census record, dated 18-JUN-1860, is in Marianna - the county seat for Jackson County, Florida.

Assuming John and Leticia were William's parents, it looks like William migrated from central Georgia to the Georgia / Florida area: marrying in Decatur County, Georgia and living in Jackson County, Florida shortly afterwards.

If John and Leticia were William's parents, The 1850 and 1860 United States Census records for Georgia may be relevent. William may have went back to Georgia in 1860 to visit family. The Civil War began on 12-APR-1861. Less than a year later, a William Oliver (Georgia) is listed in the Civil War Muster rolls, enlisting on 04-MAR-1862 in Washington County, Georgia (13th Regt Ga Mil). If this is the same William Oliver, he probably died in the Civil War.
